Thes e include new ‘smart’ cities built from scratch\, futuristic techno-utopia n enclaves\, and massive artificial islands in the shape of fish\, palm fr onds\, and continents. While Gulf countries are all monarchies with theocr atic elements\, scholars have largely overlooked the role that religion pl ays in these urban mega-developments.
